H uman rights advocates (supporters) say it is against human rights to do drug tests on people who have no drugs on them. They say such a law would be draconian (too severe) because it is difficult for the police to tell the difference between a person who is stoned (high on drugs) and a person who is drunk (high on alcohol). But the Action Committee Against Narcotics (ACAN), which suggested the law, disagrees that it is draconian. ACAN says ketamine and other recreational drugs have become popular in Hong Kong and more must be done to stop this.
ACAN told me a urine test will only be the last step. The police will first ask a person who looks stoned to walk in a straight line. This worries me because I sometimes get high on alcohol in bars. What if a policeman thinks I am stoned on drugs and asks me to walk in a straight line? I would fail because I am out of practice. To be out of practice means to be not good at something because you have not done it for a long time. Hong Kong’s streets are too full of locals and mainland tourists for me to walk in a straight line. That is why I am out of practice. Every time I try walking in a straight line in Central I bump into so many people that I look like a crazy person. I have now stopped trying.

港人現正接受諮詢(consulted),應否賦予警方權力,要求懷疑吸毒人士進行尿液驗毒測試。現在,警方只能為那些身上藏有毒品如氯胺酮(ketamine)的人進行尿液測試,但政府也想給予警方權力去要求那些看似吸毒的人士驗毒,即使他們身上沒有毒品。服用氯胺酮(ketamine)的人通常會叫它做Special K或K,香港人有時會叫作「K仔」。氯胺酮(ketamine)或搖頭丸這類藥物被認為是「消遣性毒品」(recreational drugs),即是這些藥物純為個人享受,而非作醫療用途。
人權擁戴者(advocates)認為,向沒有藏毒的人士驗毒是違反人權的。他們說這樣的條例過於嚴厲(draconian),因為警方難於分辨嗑了藥(stoned)與爛醉(drunk)的人,但建議立例的禁毒常務委員會不同意這是過於嚴苛(draconian)。委員會指出,K仔與其他「消遣性毒品」(recreational drugs)在香港愈來愈普及,必須採取更多措施以防止情況惡化。
禁毒常務委員會跟我說,尿液測試只是最後一步。警員會先要求那個看似嗑藥(stoned)的人去走直線。這令我很憂心,因為我有時會在酒吧喝醉酒。要是有位警員認為我嗑了藥(stoned),要我走直線,那該怎麼辦﹖我疏於練習(out of practice),準會失敗。Out of practice是指因為疏於練習而不精於某事。香港的街道擠着滿滿的香港人和內地遊客,我很難走直線啊。這就是我疏於練習(out of practice)的因由。每一次我嘗試在中環走直線,都會撞着許多人,令我看來像瘋子,所以我現在已經沒有再試了。
